Placing dirt

I've heard people saying that you could place dirt, and others said you couldnt. Its been a matter on my mind.

Digging dirt can be done by everyone, make it look natural though. The placing of dirt should only be for cosmetic reasons, or for building outlines and what not. Building a house out of dirt is considered breaking the rules, unless a builder does it.
